Traffic management and driver information on inter-urban networks : OPERA in Scotland.

This paper describes recent advances in the use of real time traffic forecasting and simulation tools to support road network management decisions during incident conditions. The OPERA traffic management tool was designed to provide driver information and guidance strategies using Variable Message Signs (VMSs) at key points in the network. OPERA was developed within the European Union QUO VADIS and TABASCO projects. It was installed on the strategic route network within the Glasgow conurbation, around the Forth Estuary and on the western approaches to Edinburgh. The system, installed in the National Network Control Centre in Glasgow, automatically monitors and predicts the traffic flows on the network. When an incident is declared, OPERA immmediately analyses the impact and selects the appropriate legends to be displayed on the VMSs and continues updating the messages as required, including in the clearance phase of the incident. The system generates messages on VMSs which produce information on delays incurred by incidents and guidance advice for drivers whose route crosses the incident location, leading them to guided (major) destinations.
