Traffic management measures as results of level of service survey - the case study of Belgrade.

The problem of lack of capacity on the primary urban network of the City of Belgrade has been noticed long ago and it is subject of various studies and measures undertaken to facilitate the increase in network capacity and to eliminate its causes. The fact is that the majority of previous analyses and proposed measures were non-systematic and mostly performed on case-by-case basis. Nevertheless, the project entitled An Analysis of the Level of Service on Primary Network of the City of Belgrade with Proposed Traffic Management Measures was undertaken in 2004-2006. This project was commissioned by the City of Belgrade, with the purpose to determine the actual condition on the primary network on the basis of the verified methodology and to offer measures which would contribute to an increase in the level of service. The level of service, as an indicator of the efficiency of traffic system elements operation, represents qualitative and clear manner of describing the traffic flow conditions. The level of service on sections for previously defined road categories was determined on the basis of travel time survey and comparison, applying base values provided in the HCManual. Classification of parts of the network which is required for the procedure of determination of the level of service was performed in accordance with the network categorization provided in 2000 HCM. More than 300 km of the primary urban network grouped in 23 stretches were covered by survey and analyzed within the Project. The first results indicate that, on the most part of the core network of the Greater Belgrade, the level of service E and/or F is present in the peak hour. On the basis of the survey results of the traffic characteristics on the primary urban network of the City of Belgrade, it was determined that the peak hour, with certain variations, was present on the most part of the network in the period between the hours of 8:00 a.m. and 5:00 p.m. Unfortunately, on the basis of the duration of peak periods it can be concluded that the majority of the surveyed network operates on the levels of service E and F, in the duration of 8 to 10 hours a day. Network elements with low levels of service (E and F) have become the subject of further, more detailed analysis with the objective to determine the causes of the imbalance in flow - capacity relation and to propose possible traffic management measures for its solution. Each critical street network element (level of service E and F) is presented by its identity card accompanied by the proposal of possible improvements, required project documentation and necessary time limits for its development. The paper will describe the existing primary urban network, applied methodology for determination of level of service, as well as the proposal of traffic management measures.
