This paper reports on the technology solutions that have been introduced by the Highways Agency in order to meet the needs of its Traffic Officer Service. It gives an outline of the process followed to ensure user requirements were identified, scope creep avoided and budgets met. It describes the Key Assumptions made by the Highways Agency and the technological solutions adopted to meet those user needs. It shows the programme for the deployment of these solutions covering initial service, full service and full capability together with the migration of 31 Police Control Offices into the Highways Agency's 7 Regional Control Centres.
