The papers in this volume are from the 1995 Annual Meeting of the Transportation Research Board and are related by their focus on transportation systems management. They discuss intelligent transportation systems (ITS), high occupancy vehicle (HOV) systems, freeway operations, and traffic signal systems and cover a wide range of problems reflecting the concerns of theoreticians and practioners. These specific areas of traffic operations are receiving considerable attention because of the emphasis on ITS, provisions of the Intermodal Surface Transportation Efficiency Act (ISTEA), implications of the Clean Air Act Amendments, ever-increasing traffic congestion, and recognition of the importance of incident management for reducing nonrecurring traffic congestion.
