This paper offers a new regulation as a viable management system's response to traffic conditions immediately after a disaster. After proposing and formulating a basic concept of a new two-stage area regulation, its effectiveness is examined through a case study for accommodating demand of personal vehicles succeeding the disaster. A numerical example provided in the paper shows that under the proposed regulation traffic congestion would dissolve considerably. In addition, the paper discusses how the features of intelligent transportation systems (ITS) technology would ensure a more effective control of vehicle demand in post-disaster environment.
