This report is a public deliverable of Work Package 2 (Analysis of Cultural Patterns) of the project Traffic Safety Cultures and the Safe Systems Approach towards a Cultural Change Research and Innovation Agenda (TraSaCu) of the Marie Sklodowska-CurieResearch and Innovation Staff Exchange (RISE). The primary purpose of this report is to give a short and comprehensive overview of two national (Albania, Austria) and a regional traffic safety culture (Virginia, U.S.A.). The comparative analysis is based on a theoretical framework which merges an institutional and functional perspective as derived from sociological theory on the one hand and a psychological, developmental perspective as derived from a human ecology framework on the other hand. This theoretical framework was applied in an exemplary way to anecdotal evidence obtained from a number of road safety experts in each of the three countries during the respective TraSaCu staff exchange periods. Albania, Austria and Virginia, U.S.A. were chosen for comparison among the nine “TraSaCu countries” for the wide range of societal aspects they encompass. As a background for the socio-psychological model of national safety culture, the first chapters of the report provide the relevant facts of the road traffic systems of the respective countries. The current report and pilot application of the ecological and functional approach to national Traffic Safety Cultures may be considered both a pre-study and a complementary piece of work to TraSaCu Deliverable 2.3 (Comprehensive Research Report). In the latter report, this model will be extended to more countries and supported by international surveys on road user behaviour, like SARTRE and ESRA. (Author/publisher)
