While the Hl/PRI appears to be an effective countermeasure, it remains to be seen whether it is superior to the new NOTS countermeasures. Because the new NOTS counter-measures have not yet been evaluated, and implementation of the Hl/PRI would confound the evaluation of NOTS, it is recommended that a final decision on the Hl/PRI not be made until the NOTS evaluation is complete. In order to allow for future conviction masking should the Hl/PRI prove superior to the NOTS countermeasures, it is recommended that AB 2505 be extended in modified form to allow such future conviction masking at the discretion of the Director of the Department of Motor Vehicles, with a termination date of December 1989. If, at that time, the Hl/PRI remains the superior countermeasure, the Department should seek legislation to make the program permanent.
