Brandenburg is one of the new federate states in Germany. At the beginning of the 1990's the accident rate rose dramatically. With a fatality rate of 36 per 100.000 inhabitants, Brandenburg had the highest rate. However, in 1992 Brandenburg was the first of the five new states to enact a safety programme implementing federal laws and regulation at the regional level. This paper presents the safety programme, which contains six central themes: (1) road safety integrated traffic concepts and goals; (2) implementation of design rules in order to promote a safer road network; (3) improvements in vehicle technology and conditions; (4) road safety education; (5) road safety enforcement; and (6) rescue services.
