Proceedings of a conference. A Knowledge gap exist with regard to traffic safety. A sound and long range national strategy for traffic safety is impossible without this knowledge. The lack of hard data is no excuse for failing to provide standards of traffic safety. Also the insurance industry had to take his proper place in this effort.
