Samenvatting

This paper describes the overall strategy, the wide range of approaches taken to develop sustainable capacity in HDM-4, and lessons learned from implementing the strategy. It includes examples from a number of countries, and compares and contrasts the development and implementation of individual country action plans. The roles of country Champions and coordinating and financing bodies, international sponsors, country-based and international experts, regional working groups, electronic and conventional media and marketing techniques are highlighted. Extensive use was made of adult learning techniques in improving the skills of participating professionals, building on their collective experience, and a summary of the effectiveness of those used is described. Active modes of dissemination continue to increase with more documentation coming available, regional strategies being developed and implemented, working groups forming, a significant increase in training providers and more published case studies, regional data-sets and active web sites.
