This report describes the present road networks in Europe and suggests what should be done and by whom in order to modernise them. This includes the needs to standardize both highway and pavement design. Methods to combat congestion and pollution, regulate mobility, and improve safety are discussed, including the harmonisation of road sign design. The need for integrated traffic management and driver information systems using road transport informatics is also discussed. The financial requirements of these plans are presented, and a means of overhauling the present method used to finance road infrastructure is presented. Pilot projects to improve traffic flow and safety which are being conducted as part of the DRIVE II programme are listed.
