The Toronto Transit Commission (TTC) has initiated a major policy review of how to best provide mobility for elderly and disabled persons to the year 2000. The study, which included a public consultation process and a unique ridership forecasting method, began with an evaluation of the effectiveness of existing TTC programs and policies. This led to a number of policy initiatives being identified: improved door-to-door service; lift-equipped fixed route buses; improving the accessibility of subway stations; implementation of kneeling buses; provision of an accessible "community bus" service; installation of additional escalators; and other minor improvements for the ambulatory disabled.
