This paper explores the utility of the Environmental Capacity (EC) approach in the context of an Intelligent Transport System which could take advantage of the approach to ameliorate its own environmental effects. Although it was developed for the purposes of transport and environmental planning, the EC approach could steer IVHS and road pricing strategies and give shape to an environmental quality assurance mechanism for urban areas. Benefits could include consistency between transport planning and IVHS objectives, efficient transport networks, prudent use of resources, new jobs, accountability, and sustainable development. (A)
