In May 1991, the Municipality of Århus accepted an invitation from the Danish Ministry of Environment and Energy to cooperate with the Ministry and four other municipalities in Denmark on transport and environmental quality. The aim was to survey the environmental impact of transport in these urban areas, and investigate local opportunities to improve it. Another aim was to develop a strategy for administering a state fund to promote transport and environmental quality, to support the implementation of local action plans. In each of the following eight areas, Århus has established targets and priority areas in planning, public works, traffic management, information and education: (1) reduction of the total transport volume, enabling decrease of transport's environmental burden; (2) modernising the transport infrastructure, to create rapid and efficient transport connections and improve the environment on and along roads; (3) reduced energy consumption to meet Danish Government targets; (4) reduced air pollution to meet Danish Government targets; (5) reducing the number of houses with high noise levels; (6) reducing road deaths and injuries by 5% per year; (7) reducing traffic barriers to pedestrians and cyclists; and (8) improving the visual environment.
