The 1997/98 TPP submission sees an extension of the Package area to cover the whole District, the continued development and implementation of a successful range of Package policies promoting sustainable transport, further reductions in accident levels, major progress on Peasholme Green Bridge and a cost effective highways and bridges structural maintenance programme. Table 8.1 sets out the full programme costs for the next five years. The continuing shortfall in Package funding has lead to the long term programme being reassessed. Nonetheless the overall objectives of the Package Strategy to restrain the growth in car traffic, promote more sustainable forms of transport and maintain accessibility remain unaltered. The revised Package programme reflects this with its renewed emphasis on low cost easy to implement measures. In all the 1997/98 TPP submission represents a bid for funding of £4.2m. This level of funding will enable the Council to achieve its policies and targets over the next decade. Whilst recognising that pressure on resources will once again be considerable this year, the proven success of the York Package, accident reduction achievements and the extension of the Package area all justify an increase in the settlement compared with that awarded in 1996/97. It is, therefore, hoped that for 1997/98 the Department of Transport will provide adequate borrowing approvals for the City of York Council for the full range of Capital Expenditure and to include adequate provision for all aspects of the works.
