Transport policy models and transport policy development a major challenge or a search for a "Philosopher's stone"?

The salient features of transport policy models and their intellectual accident are reviewed and the major common concerns of transport policy matters, policy tools at their disposal and analytical needs are discussed. Possible relationships and usefulness of normative models for policy making purposes, are analyzed.
