This is the final report of the CEC APAS ROAD/3 study, Evaluation Methodology. The APAS (Action de Promotion, d'Accompagnement et de Suivi et autres activités) studies constitute a series of activities following in the wake of the EURET (European Research on Transport) research programme, intended to address issues highlighted by the Euret work with a view to contributing to the fulfilment of the transport component of European Commission fourth framework programme. The aims of APAS ROAD/3 are summarised in the fourth framework literature as follows: The study deals with road investments evaluation, and will deliver a single, coherent approach of the full range of road projects. The study will draw together, contrast and compare evaluation procedures and fuse them into an approach to evaluation which embraces both technical performance indicators and economic indicators. The study will provide: a) a report analysing ATT (Advanced Transport Telematics) pilot projects from the perspective of evaluation; b) a recommended approach to road project evaluation encompassing traditional and new road construction methods, and the evaluation perspective necessary to appraise other types of projects; c) a report containing an analysis of past experience concerning implementation and technology transfer, followed by a series of recommendations for seeking to achieve the full benefits available from wide implementation of future project results.
