The development of sustainable cities requires a broad view of the transport system and how it interacts with other human systems. In particular, it requires a good understanding of the dimensions and components of the transport system, their interconnections, and how they interact and influence other parts of the urban system. Implementing this approach requires identification of barriers to change and leverage points where a small change in one area can effect large and permanent change in the system as a whole. The barriers and leverage points may have little to do with transport and could be of a political and institutional nature, existing at every level within the transport system. Infrastructure solutions should be supplemented by a broad range of measures to provide a flexible, efficient and economic transport system. This paper discusses the systems approach and its use in assisting transport planners in determining the appropriateness of particular transport actions.
