This paper reports on the effect of travel demand management (TDM) actions at reducing vehicle trips, changing mode shares, and reducing the need for additional roadway and parking capacity. Experience will be presented as well as the results of recent research on TDN. Given the evidence, the paper will address the potential of TDM toreduce the need for future capacity expansion at a site, in a corridor, and in a central business district. Much of the evidence presented comes from a recent report of TDM completed by the Federal Highway Administration, titled Evaluation of travel demand management measures to relieve congestion. Japanese Ministry of Construction and OECD/Road Transport Research Programme held the seminar on "future road transport systems and infrastructures in urban areas" in Chiba, Japan on 4th - 6th June 1991 sponsored by the Japanese organizing committee.
