To improve the suitability and adequateness of the traffic safety policy a systematic approach is needed, by which the policy process is made more explicit. Main elements in that policy are the selection of ./.areas of attention and problems, the selection of measures and the indication of priorities in its execution. Therefore there is a need for (1) a good idea of the lack of safety in traffic (2) criteria for the selection of problem areas and (3) criteria for the selection of measures.
