The city of Voorburg plans to build part of the road A14 as a tunnel, with the road surface partially at ground level. The tunnel is interrupted twice by level signalized intersections. Most parts of the road will have a speed limit of 70 km/h. Between the two intersections a 50 km/h speed limit is being considered. A first evaluation study showed that all design alternatives led to serious speed violations, and consequently to unsafe driving behaviour. The road looked too much like a motorway. The view on the main road from the side roads was sufficient, assuming that speed limits on the main road are not violated too much. The present study investigates by means of a driving simulator study how driving speed could be reduced, how to evoke more correct expectations from road users, and to what extent adaptation of the design of the intersections would lead to decreased traffic safety.
