The study of the operating characteristics of the two-way 'rural' road has not proved amendable to the theoretical approach. As a purely empirical approach is likewise difficult and also expensive, a simulation study was undertaken. The model and the resulting simulation study was undertaken. The model and the resulting simulation program were developed by IBM in association with ARRB. This paper describes the simulation model and the preliminary results.
