The National Transportation Communications for ITS Protocol (NTCIP) standard was created to reduce the expense of implementation, integration, and maintenance of Intelligent Transportation System (ITS) devices. The primary objective of NTCIP is to provide a communications standard that ensures the interoperability and interchangeability of traffic control and Intelligent Transportation Systems (ITS) devices. When the Texas Department of Transportation (TxDOT) created an NTCIP Procurement Specification for Dynamic Message Signs (DMS), the need for a compliance test was immediately identified. Although the Viggen Exerciser (owned by Iteris Inc.) was initially specified, it did not satisfy all of the testing requirements. Under the Texas Statewide Intelligent Transportation Systems Development and Integration Project, the TxDOT NTCIP Tester was designed to perform compliance testing of NTCIP protocols. The goals, design, and capabilities of the Tester are described. The TxDOT NTCIP Tester is written in Java so it is cross-platform compatible. The Tester runs on a laptop so that it can be used without being installed in a TMC (traffic management centre). The TxDOT NTCIP Tester is the property of TxDOT and can be made available through a licensing agreement to other qualified public transportation agencies. For the covering abstract see ITRD E114174.
