The Dutch Ministry of Transport has commissioned Goudappel Coffeng to conduct a study aimed at creating a typology of highway congestion drivers. For this aim, some 2,400 congestion drivers filled out a mail-back survey. A previously conducted analysis pointed out that these congestion drivers form a specific group of car drivers. The Dutch Ministry of Transport is now investigating to which types of congestion drivers specific policy measures might be aimed at effectively. The following measures are under consideration: (i) road pricing; (ii) improving the level of service of public transport; (iii) encouraging Transport Demand Management; and (iv) flexible working hours. The subject of the current study is to what extent the measures mentioned above can influence behaviour of some groups of individuals. The questionnaire contained questions concerning the trip (length, duration, frequency and purpose), the respondent's work and work pattern, and household characteristics. Additionally, the data were enriched with variables on free flow and public transport travel time. The data were used for 3 cluster analysis, in order to distinguish types of congestion drivers.
