Uncertainty and the transport investment decision.

The first part summarizes a new model of decision making under certainty. The new method developed, assumes only that the decision maker is able to rank the probabilities of future status of nature. The second part is concerned with extension of the basic model. The final section proposes a numerical example set in a transportation context, to illustrate the methods discussed.
