Many of the problems related to the analysis of accidents can be solved by estimating the risks indirectly by a conflict technique. Conflict technique studies were started in 1973 at the department of traffic planning and engineering of the Lund institute of technology in Sweden. The basic hypothesis, unchanged since 1974, says that there is a distinct relation between conflicts with a certain degree of seriousness and accidents. When those relationships have been determined the technique is practically useful. This means that after a conflict study has been undertaken actual accident risk can be calculated with a known degree of uncertainty.
