The short version of this study was presented at the `Transportation Planning Research Colloquium 1995: Decentralisation of Policy: Implications for Know-How and Research', Rotterdam, 23-24 November 1995. For the abstract see IRRD 876678 paper presents the results of a study into the findings of a reconnaisance into the desirability of and opportunities for large-scale introduction of an urban car in The Netherlands. Four types of urban car were studied: (1) a Mini Car; (2) a Tres Petit Vehicle (TPV); (3) a Compact Electric Vehicle; and (4) a Compact Hybrid Vehicle. A market analysis was made at average and personal levels with the objective of classifying segments that are potentially interesting. Policy scenarios to stimulate usage and ownership were developed for four types of urban car. Then, the effects on the environment, energy and safety of each car were studied. If a choice has to be made from one of the four types of urban car, four types of urban car, the TPV scores best in reducing air pollution, and taking existing technologies into account.
