The Victorian Parliamentary Road Safety Committee in its report on pedestrian safety (Victorian Government 1999), made 21 recommendations, including a recommendation that urban design guidelines be developed to improve pedestrian safety. This paper reports on the development process and on the draft guidelines, which are expected to be released in 2002, and to provide planners and traffic engineers with a clear rationale for achieving better road safety outcomes by intervening early on in the land use planning process at municipal level.
