A broad approach to the application of low cost road engineering measures in urban areas is described, aimed at obtaining further reductions in the total numbers of accidents in these areas, after the more obvious concentrations have been treated. Treatment of both main routes and residential roads over a wide area is considered as part of an overall management system. Schemes have been developed by local working groups in five towns, to demonstrate the potential benefits of such a system, and to provide the basis for future guidelines.
