The specification for urban traffic management and control (UTMC) systems will revolutionise development and procurement of traffic management systems through the use of modular systems with data transfer defined by open standards. This will increase the number of suppliers, increase competition, maximise cost effectiveness and increase the range of tools available to manage transport networks. The paper: (1) sets out the objectives and scope of the specification and describes the final content; (2) discusses the documents which make up the specification describing the role of each and why the formats vary; and (3) sets out requirements for maintenance of the specification.
