This paper raises several questions about transport which have not yet been put sufficiently strongly and have not received satisfactory answers in Central and Eastern Europe. It was designed to be used as a background presentation of issues to be discussed at the workshop. The principal areas raised for discussion are: (1) a convergence of transport policies in Central and Eastern Europe with transport policies in Western Europe; (2) `short cut', a plan for socioeconomic development, based on public transport from national level to local level; (3) how settlement and land-use policy can support the development of environment-friendly transport modes; (4) maintaining fuel prices at least parallel to the development of personal income; (5) restrictive parking policy in urban and suburban areas; (6) benefit-cost ratios of single policy approaches versus package approaches; and (7) obtaining an adequate basis for revenue at the municipal level, with support from higher levels of government. An integrated policy approach for addressing urban transport policy problems in urban areas has three strands: best practice, innovations, and sustainable development. Several questions must be addressed when translating recommendations about transport policies in Western Europe into forms suitable for Central and Eastern Europe.
