The use of accident data in problem identification.

A simple technique is described, using accident type and location, which enables the accident problem to be broken into component parts and a systematic approach followed in determining appropriate countermeasures or target groups. The paper is based on the view that to resolve accident problems requires an appreciation of the road user movements leading up to the accident. It is seen that it is not necessary to collect a large amount of information to have an effective system.
