Standards for intelligent transportation system (ITS) equipment have been called for since the outset of the current ITS movement a decade ago. But progress towards standardization has been slow. This paper begins with an overview of different approaches for developing standards, including de facto standards, consortia standards, formal consensus standards, and regulatory standards. Next, it reviews and evaluates the progress of ITS standardization over the last decade and its current status. Finally, it suggests how the increased use of one approach to standards development, consortia, might help to accelerate the development of standards where they are needed.
