The construction of urban road schemes brings about complex changes in the traffic patterns. Any reasonable attempt to forecast these changes must use sophisticated modelling methods. One of the most sophisticated assignment models for use in the urban areas is CONTRAM which was originally developed by TRRL for assessing the detailed effects of traffic management schemes. Described is how CONTRAM can produce an economic assessment with only restricted use of COBA, to assess delay during construction and maintenance and as an input to noise and pollution studies.
