In a previous report ("Development of a plan for identifying highway locations that may be over represented in accident frequency and/or severity : an interim report", by R.J. Flowers and L.I. Griffin III) two procedures or methodologies (control chart methodology and Empirical Bayes methodology) were considered for purposes of identifying high accident locations. This report demonstrates the use of Empirical Bayes (EB) methodology to identify those roadway segments on the Texas highway system that are over represented in ran-off-road accidents. In identifying thse highway segments, the severity of the accident sustained, and the societal costs associated with accidents of different severities, are taken into account. In 1991 there were 14,252 ran-off-road accidents recorded on the Texas highway system. 577 of these accidents were fatal accidents, 1,705 were incapacitating-injury accidents, 3,409 were non-incapacitating injury accidents, 2,115 were possible-injury accidents, and 6,446 produced no injuries. The total cost associated with these 14,252 ran-off-road accidents in 1991 was in excess of $2 billion.
