The use of partnering as a project delivery tool.

Partnering as a project delivery tool is a concept that is mentioned frequently but used infrequently. If a partnering approach is used it often ends with dissatisfied Clients and Contractors and a result that does not meet the fundamental objectives of the project. This paper will discuss the use of Partnering on the rollout of Electronic Tolling on the M5 Motorway in Sydney, Australia. In this case, the result was a spectacular success in terms: (1) Schedule Performance; (2) Budget Performance; (3) Client and Contractor Satisfaction. A technically difficult project was delivered in 9 weeks from Contract Award to opening. Clearly such a result could not be achieved with excellent cooperation and understanding from all participants. While the result was certainly positive there were lessons learnt which will be applied to future projects. This paper will describe the processes used and the lessons learnt so as to act as a "roadmap" for those wishing to adopt this approach.
