With the development of the conventional traffic information systems, it was difficult to achieve effective road management and service provision on the basis of wide-range information under a system in which the individual Road Administrators were supposed to share information. To improve on this situation, the system procurement for SMARTWAY takes place by establishing plans for its development in accordance with the system architecture. At this stage, it is essential to assess that the value of the system as an infrastructure asset is commensurate with the investment costs. This study uses the conventional Benefit Quantification Technique for assessing the validity of the system infrastructure to throw light on this problem. It also presents the principles for system evaluation by establishing a system life cycle model assessing the system's life cycle from its creation through its operation to its scrapping and focusing on the system's value and the possible system options.
