Users reaction to toll user charges : elasticities and attitudes combined.

This paper presents the results of a study conducted to explore elasticities and users' attitudes with respect to tolls. The Data set comprises of a number of projects spread over the country. A great variation was found in elasticities with respect to tolls in the interval -0.3 to -0.8. Elasticities are smaller in cities where there are cordon tolls compared with the rest of the sample. These results conform to previous international findings. On users attitudes, this study has identified a remarkable change in attitudes after tolls have been implemented. People tend to be more positive once tolls are implemented compared with before implementation. The connection between elasticities and user attitudes is also considered to be able to pinpoint the properties of the transport system and the travel patterns that may cause certain undesirable combinations of elasticities and attitudes.
