The attractiveness of public transport may be increased by appropriate combinations of measures. Among the effective improvements those measures which reduce walking times, waiting times as well as the number of transfers play a predominant role. It may be concluded that the enlargement of a line oriented service by subway or rapid transit systems, and its resulting increases in walking times and in number of transfers, will be a failure if the attractiveness of the public transport shall be improved. An area oriented public transport service, not being essentially biased towards reduction of in-vehicle-time, does meet the needs of transport users much more. The results of a study in berlin even gets higher importance, as it repeatedly demonstrates what has been discovered with different data and in different study areas. The importance of the single travel time components being relatively stable under different circumstances allows for the conclusion, that these are the bases for an acceptable public transport system at least in the opinion of the users. In this context it should be emphasised that the travel time components can only be compensated among each other to a very limited amount, and moreover that the quality of the public transport system depends on the combination of favourable conditions.
