Using intersector electronic purses for EFC : why and how in The Netherlands.

The Dutch government plans to introduce Electronic Road Pricing in 2002. The main payment method is based on an On-Board Unit in which an electronic purse smart card can be inserted. Smart cards supported are the `real money' electronic purses Chipper and Chipknip. These purses are available on almost every bank card. The choice for Chipper and Chipknip has major advantages over a dedicated token purse. The price to pay is an increase in system complexity.
