Queensland Departments of Main Roads and Transport recognised that decisions made today will directly shape their ability to meet their customers' future needs. The Departments therefore engaged in a joint six-month project to develop scenarios to test their assumptions about the future. While the scenarios provided significant tangible output from the scenario planning process, they were merely tools to test planning and policy settings. The first step in the process was to convince local and state government stakeholders about the value of scenario planning in the transport planning process. To effectively use the scenarios in developing the integrated transport plan required the articulation of the scenarios in ways that made them relevant to local conditions. Following this, the scenarios were used to evaluate the effectiveness of the transport system against the likely futures facing the region. As part of the final step contingency plans were formulated to ensure a sustainable transport system that can respond to possible future developments in the region.
