Utilizing dynamic traffic assignment in planning applications.

Most of the transportation planning models depend on static assignment concept. Some Intelligent Transportation Systems (ITS) applications are very sensitive to the modeling concept; therefore, they need to be modeled using a dynamic traffic assignment technique. This paper illustrates the capabilities of dynamic traffic assignment models through using DYNASMART-P to develop a planning model for part of Dubai, UAE. The main challenge in this paper is to show that such advanced models can be calibrated and validated using data that is currently available to most of the planning agencies. After modeling part of Dubai in DYNASMART-P, there was significant discrepancy where the correlation between the model link flows and actual traffic counts was very weak. Through adjusting the parameters in DYNASMART-P, the obtained output results became closer to the real-life counts, and the correlation became very strong. Also, the validation showed a very promising results. Finally, some simple experiments were conducted to test the effect of providing real-time information to users and the effect of incidents on the network performance.
