This report describes the programme Highway Engineering 2000, the R&D programme for the years 1996-2002. The total cost of carrying out the programme is estimated at SEK 200m, SEK 25m annually for six years and SEK 50m for special work for implementation. A number of strategic areas are identified: (1) Performance requirements for asphalt pavements; (2) Cold plant mixes; (3) Cement concrete pavements; (4) Recycling of materials; (5) Analytical design; (6) Better and cheaper maintenance; and (7) Winter road maintenance. Detailed planning of the programme was carried out by the highway engineering sector in Sweden. Work on the programme was directed by a steering group. The common aim of the proposed projects is to cut the costs of the construction, operation and maintenance of roads and streets. Reduction of costs by even 1% would produce annual savings of ca SEK 200m. It is proposed that the costs of Highway Engineering 2000 should be paid by the sector, i.e. the State, road management authorities, contractors and industries. Finance from EU funds may also be available. The allocation to the different funding organisations of the cost of executing the programme will be part of the work during the autumn/winter of 1995/96. It is proposed that a special organisation should be set up to carry out Highway Engineering 2000. (A).
