Context Sensitive Solutions (CSS) is an approach to transportation decision making and design that takes into consideration the community’s need and the sensitivity of the area in which the infrastructure proposal is planned. CSS is the result of developing transportation projects that serve all users and are compatible with the surroundings through which they pass and environment. Successful CSS results from collaborative, multidisciplinary approach to transportation planning and project development. CSS in thetransportation planning or project development process identifies objectives, issues and concerns based on stakeholder and community input at each step of the planning. The methodology of the Value Engineering (VE) has been usually applied in the public contracts works for the comparison of several plan alternatives, analyzing each step of the project alternatives, using a multidisciplinary approach to obtain a reduction costs, increase productivity and improve the quality. The VE technique is directed towards analyzing the functions of an item or process to determine the best relationship between worth and cost. The object of this paper is to discuss the use of VE as a projectual tool in transportation planning and in how the VEprinciples can be considered and applied for the analysis of functional requirements of railroad path with CSS approach. The work presents the methodology of the VE and its potential performances in the context design solutions by means of the project planning of the high speed railroad Milano – Verona in the northern part of Italy and it also shows the importance ofthe integration between the Functional Analysis Technique main element ofa VE study and CSS approach by the stakeholders involvement during the functional analysis and evaluation phase.
