The value of time savings in west Malaysia : commercial vehicles.

This report examines the relationship between commercial vehicle utilisation and journey time saving following major improvements to a main highway in west Malaysia. The impact of the new road investment is investigated together with a detailed analysis of cross-sectional data. An assessment of the major constraints on vehicle operations is carried out and a detailed analysis of data relating to six different categories of vehicle operations is made. The report finds that the discontinuities involved in trip making and the rigidities imposed by loading and unloading constraints result in a considerable degree of inflexibility in the response of increased trip making to journey time savings. The evidence suggests that the relationship between vehicle utilisation and journey time savings is both weak and limited. (Author/publisher)
