To prevent drunken driving better and at lower cost the breath test is introduced. If the legislation is modified only to simplify the possibility of control of offence mentioned in art.26 of the Traffic Regulations than it is not enough. The legal instrument to control should be effective with the withdrawal of the licence, voluntary or not.
