In order to improve its competitiveness the Randstad has to be developed into a polynuclear metropolis. For this a transport system is needed which allows such high travel speeds that only a rail system is possible. Therefore a metropolitan public transport system is designed for the Randstad. This metropolitan public transport system has to accomplish a special task between on the one hand the intercity and interregional system of Rail '21 (the long term plan of the Dutch Railways) and on the other hand the future public transport systems in the different conurbations in the Randstad.
