The present Dutch transport and traffic policy is just moderately effective. Managing (car) mobility, one of the major objectives of this policy has hardly been realised, and is still not very popular yet. The policy is aimed at short-term effects in a narrow field (mainly congestion), and will not be able to bring the central problems of transport and traffic closer to a solution. Another analysis of policy instruments or strategies may result in a better insight into chances for a more effective policy approach. The characteristics of this analysis are: (1) aimed at a broad spectrum of policy goals; (2) based upon behavioural reactions of citizens; (3) aimed at long-term results; and (4) judged on possibilities for judged on possibilities for application in combination with other strategies. Such an analysis for a future based strategy is elaborated in this paper. (A)
