The use of transit facilities depends on user preferences, which are not satisfactorily described in terms of the usual system performance variables of travel cost and travel time. Research is reported that examines the suitability of public transportation to the needs of the existing and potential user. It is concluded that psychological responses of people to transportation system characteristics are measurable.
