The most common way to ensure roadworthiness is the use of periodic technical inspections, as an equitable way to inspect all vehicles in the same conditions. This system presents different advantages such as the simplicity for the vehicle owner, the equitability for the vehicle drivers or allowing a constant and foreseeable work load on the testing centers. Apart from the most common, this way is also mandatory within the European Union, as is the one described in Directive 96/96/EC in which the minimum testing frequencies for each vehicle category are presented. During the lifecycle of vehicles there are different milestones which can have an effect on the roadworthiness condition of the vehicle and which can not be taken into account by a system in which periodic inspection is the only enforcement system. Different additional non-periodic testing systems have been proposed to allow some flexibility in order to offer an answer to these vehicle life milestones: - Inspection after a certain number of km - Inspection after severe accidents - Inspections after vehicle modifications. Another important milestone during the vehicle lifecycle is the change of owner. The necessity of an additional inspection during the selling process will be studied in this paper.
